貧しい国ほど私立に通う?途上国の教育事情をエコノミストから学ぶ

Education in most of the developing world is shocking. Half of children in South Asia and a third of those in Africa who complete four years of schooling cannot read properly. 
 多くの途上国での教育は悲惨な状態です。4年間の学校生活を全うしたにもかかわらず、南アジアに半分の子供たち、アフリカの1/3の子供たちは字が読むことができないのです

今ではインターネットの発達により、MOOCsのような欧米のトップ大学の授業を無料で受講できるようになった。MOOCsのような事例は、教育の格差が今後是正されることが期待されている。

しかし、現実に目を向けると発展途上国の教育水準はまだまだ低いのが現状だ。この問題に対して、The Economistは以下の問いかけをしている。

Governments should either help them or get out of their way
 政府は、サポートをするべきか、それとも撤退するべきか?

途上国で急増する私立校

なぜ政府の撤退が議論されるのか?その背景には、公立校が機能していないことが挙げられる。

In a survey of rural Indian schools, a quarter of teachers were absent. In Africa the World Bank found teacher-absenteeism rates of 15-25%.
インドの田舎の学校では教師の1/4が学校を休んでいた。世界銀行によると、アフリカでは教師の欠席率が15%から25%の水準となっている。

この原因の1つに利益を搾取するだけの教員組合の存在があると指摘している。教師に義務感がなく、学校に行かなくてもお金を稼げると考えているかだ。そういった公立校が機能していない裏で、民間の私立校が急速に数を伸ばしている。

According to the World Bank, across the developing world a fifth of primary-school pupils are enrolled in private schools, twice as many as 20 years ago.
世界銀行によると、発展途上国の小学生は、私立校入学する、これは20年前に比べると2倍数だ。

The Economistのデータみると明らかだ。親の収入が少ない国ほど、私立学校に通う割合が高くなっている。日本で私立校の水準が低いのは、公立学校の教育水準が高いからだ。

私立学校の3つの優位性

公立学校がダメなのは明らかだが、私立校はどうなのか?彼らには3つの優位性がある。

  • Bringing in money:投資家からお金を集めることができる。
  • Performed better:彼らは公立校の1/3のコストで、公立学校以上の成果をあげている。
  • Innovative:最新のテクノロジーなどを上手く活用しており、革新的だ。
 But a rigorous four-year study of 6,000 pupils in Andhra Pradesh, in southern India, suggested that private pupils performed better in English and Hindi than public-school pupils, and at a similar level in maths and Telugu, the local language. The private schools achieved these results at a third of the cost of the public schools.

官と民の連携が課題

Governments should therefore be asking not how to discourage private education, but how to boost it.(Omit) But governments that cannot run decent public schools may not be able to do these things well; and doing them badly may be worse than not doing them at all. 
政府は民間教育の邪魔をするのではなく、どうすればより良くなるかを求めていくべきだ。しかし、公立校を上手く運営できない政府には、これら(バウチャー制度の導入など)は難しいかもしれないし、中途半端なアクションは事態をより悪くするだけかもしれない。

民間だけで、上手くいかないところについて、政府が介入し、サポートした方がいい。しかし、The Economistが主張するように、政府が介入することで事態が悪化することが容易に想像できる。

公立校の立て直しが政府にとっまず先である。それができないのであれば、民間企業が教育業界に参入できるように法整備を整えるべきだ。

The Economistの最後のセンテンスが、厳しい口調で政府を非難している。

The growth of private schools is a manifestation of the healthiest of instincts: parents’ desire to do the best for their children. Governments that are too disorganised or corrupt to foster this trend should get out of the way.
私立校の発展は、子供たちにとってベストなことをするという両親の想いを現れだ。このトレンドの成長を改悪したり破綻させようとする政府は、消えてしまった方がいい。

これには同意見だ。ただ、もし僕がThe Economist の記者ならば、もう一文付け加えたい。

After 20 years, the children who learned in private school will become adults. The days will come when they rebuild their corrupted governments.
20年後、私立校で学んだ子供たちが大人になり、彼らが腐敗した政府を建て直す日が来るかもしれない。
